"Temporary Visitor" or "tanki-taizai" in Japanese is one of "Status of Residence" defined by Japanese immigration law.
A person on "Temporary Visitor" status can stay in Japan for sightseeing, recreation, sports, visiting relatives, inspection tours, participating in lectures or meetings, business contact or other similar activities.
Duration of this status is 15-day, 30-day, or 90-day to be determined by an immigration officer at the air/sea port.
Basically, a foreign national must apply for a valid visa before he/she enter to Japan, but Japan has mutual visa exemption agreements with many countries and regions. If your passport is issued by the country or region in the list, you are exempt from obtaining a Visiting visa.

Followings are quotations from the immigration law/ordinance of the web site of Japanese government. However some of them were quoted before the revision in 2012. Therefore they might be old and different from the present rule.

(i) Ticket of aircraft, etc. for departure from Japan or a letter of guarantee in lieu of the ticket issued by the carrier.
(ii) the alien's valid passport by which he/she may enter countries other than Japan.
(iii) Material certifying the alien's ability to pay all the expenses during his/her stay in Japan.
