"Dependent" or /kazoku-taizai/ in Japanese is one of "Status of Residence" defined by Japanese immigration law.

Followings are quotations from the immigration law/ordinance of the web site of Japanese government. However some of them were quoted before the revision in 2012. Therefore they might be old and different from the present rule.
Daily activities on the part of the spouse or unmarried minor who is supported by the alien staying in Japan with the status of residence referred to in the left-hand column of Appended Tables (1), (2) or (3) (except for "Diplomat", "Official" and "Temporary Visitor") or staying with the status of residence of "College Student", "Pre-college Student" or "Trainee" in this table.
一の表、二の表又は三の表の上欄の在留資格(外交、公用及び短期滞在を除く。)をもつて在留する者又はこの表の留学、就学若しくは研修の在留資格をもつて在留する者の扶養を受ける配偶者又は子として行う日常的な活動
The applicant must be a dependent of a person residing in Japan with a status of residence listed in the lefthand column of Appended Table I (1) or (2) of the Immigration Control Act or with a status of residence for "Cultural Activities" or with a status of residence of "College Student".
申請人が法別表第一の一の表若しくは二の表の上欄の在留資格、文化活動の在留資格又は留学の在留資格をもって在留する者の扶養を受けて在留すること。
3, 2 or 1 year or 6 or 3 months.
三年、二年、一年、六月又は三月
(i) Document certifying the family relationship with the supporter.
(ii) Copy of the supporter's alien registration certificate or passport.
(iii) Document certifying the supporter's occupation and income.
一 扶養者との身分関係を証する文書
二 扶養者の外国人登録証明書又は旅券の写し
三 扶養者の職業及び収入を証する文書
(i) Document certifying the family relationship with the supporter.
(ii) Copy of the supporter's alien registration certificate or passport.
(iii) Certificate of the supporter's occupation and income.
一 扶養者との身分関係を証する文書
二 扶養者の外国人登録証明書又は旅券の写し
三 扶養者の職業及び収入に関する証明書
(i) Any person who is to support the alien in Japan or the alien's relative residing in Japan.
(ii) Person acting as agent of a person who is to support the alien with respect to the person's application for the issuance of a certificate of eligibility.
一 本邦において本人を扶養することとなる者又は本邦に居住する本人の親族
二 本人を扶養する者の在留資格認定証明書の交付の申請の代理人となつている者
